I believe you send a letter to Alexa Quinn and Brandon J. Fox stating your desire to become a free agent. After the 17-day period of being a free agent, you may contact the captain of the team you want to join it.

That'd be it I believe. But it's kind of too late to join TDL. There is only about a month left. And by the time the FA pool waiting period is over and a team picks you up..the season'd be over, if they even started you.
