To all it concerns,
I did feel no need to press into the past matter of Goldie's challenge which was deemed valid by a second pair or peer wins. However, Jona asked for the information and I gave it to her. Also, though, here is a post that I found:
"About six months...
About three times the length of time as the previous holder of this station.
About a third the length of time as the holder previous to her.
Beyond that, I have no sure way of determining.... though I believe Lady Starfare might know.
Others have seen Goldie's Peer Wins... she'd been a Warlord for quite some time when she'd made that challenge, after all. I'll go digging through the old mail if you want, but if you are implying that I validated a challenge that I knew for a fact was improper... I will take offense to that, and rightfully so....."
This was written by Drake. I have made the part I had read stand out. In this statement, Drake volunteered to show this second set of peer wins, and in this next post, I asked for them:
"...Also...even if my brother does not, I would like to see this mail. Before the challenge he did tell me that 3 of the 12 peer wins sent were invalid. If I recall, he even told you about it, and he only received a reply stating you had another set of peer wins. So, I would like to see this mail."
Unfortunately, I was never sent this other set, and now she claims that she did not keep the mail, although she had offered to show them. When she did not show after volunteering, I did feel a bit cheated because such information was not sent to me, and I thought it should have been. I still wish to see these peers, although it can probably change little.

Can I turn in a second set of peer wins too and challenge this cycle again based on prescedent on how officials have handled things?

I would stick to your not allowing new challenges to Barons be issued, however, allow all current challenges to proceed, as in allow the issue of Warlord Glowacki's challenge be wrapped up. There is nothing wrong with what some see as "protecting" the barons before the tourney. The Overlord is "protected" as well for 24 days before a Warlord Tourney. The reasoning could be considered that same in both cases as was to establish the grace period
before tourneys.
Unagi issued his challenged I believe a day or two before the grace period would begin for the Warlord's Tourney time before last. Glowacki issued his challenge before Aggrenish retired the "crown".
In short, no new challenges, wrap up the current, and do the tourney. From my reccollection that was what happened before.

Ask the Baron's Council yourself. I did in fact make inquiry as to how the existence of challenges to standing Barons should be handled. Specifically, I asked those whom I felt might have first hand knowledge.
Also, I inquired with others of similar experience and reported all my correspondence to the other senior officials before any final decision was made... surprisingly enough, very few persons were forthcoming with any opinions at all.
I admitted to my mistake in verifying the Warlord Elijah's peer wins, given the time of the letter and the fact that when I was reading said letter, I could only assume that the Standings had been posted at the time of the issuance of said challenge.
In point of fact, no one mentioned the possibility of the challenge being invalid until after it had already been dueled. I wonder if any fuss would have been raised had Warlord Elijah not won that duel.
Please inform me of exactly when I interfered with the Barons or the Baron's Council when it was not within my purview as the Standing's Keeper.
Please note that the only person who need ever see a challenger's peer win list is myself as the Standing's Keeper. Should such an instance ever happen, I would immediately turn said list over to the Supervisor for his confirmation of my receiving it, but according to the letter of the rules, a challenger need not provide his bonafieds to the person he challenges.
My duties do indeed include the removing of Warlords from the official lists if they are inactive for more than one cycle, at my discretion. Further, it is also at my discretion whether or not to remove a Warlord who retires from the Standings.
Quite simply I operate under the understanding that, if you wish to remain on the Standings, then you must duel at least once each cycle. I do this on the suggestion of both of the previous Standing's Keepers.
It is not within my duties as the Standing's Keeper to remind the Barons of their rights and privileges at any time, but it is within my rights as a member of the community, official of the sport or not, to do so. I never claimed this as one of my duties, though the Supervisor and some few members of the Council praised me for doing so.
I do not recall any Warlord's Tourney where entrants were not upon the Standings as holding that rank, except in cases where the Standings themselves were delayed or a person applied for reinstatement and received special dispensation from the Standing's Keeper to participate, despite their not being listed in the Standings at the time of the close of registration.
