I did not mean to imply that you had, I apologize for not being clear to begin with. I was referring to the specific letter you posted here and mailed the council in the beginning. For everyone else's sake reading this, what was mailed was what posted, nothing was sent in secret on his part. I merely said it for reference purposes to jog memories of which group of postings I was referring to.

I hope that clears item 1) issue.

In regard to Clutch, I can answer that.

Aug, 30, 1998 according to my records, I was contacted by Tyger as one of the senior DoS officials available (Clo was calling) as to procedure when one of the parties doesn't show. I told her to wait about thirty minutes and ask Clo who was the senior official on duty to be doubly sure. Clo told her to refer the matter to the Baron's Council for review.

Clutch arrived at 11 ET (10 CT) feeling he was indeed on time. Clo being gone and the matter already having been turned over to the Council, I reviewed the missive to Clutch from Roland stating the details which in fine print did indeed state Eastern time upon it. Clutch had assumed it was by the Central reckoning. Had it not specifically stated Eastern there would have been some doubt.

I backed the decision of the Assistant Supervisor, Cloreiviere H'Darwtch, and explained to Clutch some of the possible outcomes the Baron's Council could arrive at to Clutch.
