I'll write this in large letters so that your blind eyes can see them.

WHAT CHOICE DID DAL HAVE? WHAT COULD HE HAVE DONE?

As a part of the situation that was being decided over, he had NO vote in the Council. None whatsoever. Therefore, no way to change or make an impact on the Council's decision.

If you have problem with said decision, lay the blame on the Council itself. They made the decision, not Dalamar.
