Because that's what they want. The DoS is closed to official dueling during normal dueling hours, and challenges have never been restricted to such. ::shrugs, going about his way::

As the 1st Seraph's mind seeks that of the head Inn Keeper, her query is answered.
"Ahhh... there shall be no duels or challenges deemed official nor count toward the standings as long as the DoS is closed. It seems the callers are officially taking a hiatus.", addressing Gnimish, but her voice clear enough for Lucian and anyone else to hear.

Ladies and Gentlemen.
As one of those aformentioned officials of the sport, allow me to answer this question.
The mandate has been given that, as -all- members of the Duel of Swords staff are on leave at this time and the Duel of Swords is closed for -all- official business until the Tenth of November... No official matches shall be dueled or counted, including challenge matches.
While this does run counter to what has been said previously, it is now the official stance in regards to this subject.
My appologies to my fellow official Nycholas De Gyrlington, I believe he committed to calling this match before the ruling was sent down. It should be noted, however, that there may be given a special dispensation for this match to go forward, as it was schedualed before the change in policy was enacted.
